Hong Kong stocks open up, tech index rises over 3 pct

HONG KONG, Nov. 15 (Xinhua) — Hong Kong’s Hang Seng Index rose 439.79 points, or 2.53 percent, to open at 17,836.65 points on Wednesday morning, with the Hang Seng Tech Index rising more than 3 percent.
